A high-level official at China Central Television and 11 others have been detained(拘留) by Beijing Police over Monday night’s fatal fire that caused extensive damage to a building designed to house part of the broadcaster’s new headquarters, the municipal public security said yesterday.

Xu Wei, who was in charge of site construction, was taken to a police station in Beijing’s central business district after the fire burned the 30-story building, according to a bureau spokesman, who said they doubt Xu was to blame for starting the fire by using banned fireworks. China’s top prosecutors(检察官) revealed yesterday that a section of the local prosecutors office that deals with dereliction of duty (玩忽职守)is involved in the investigation.

Xu, born in 1959, is a native of Beijing and began working for CCTV in 1983. Three other CCTV workers and eight employees of a Hunan Province fireworks company that was hired to provide the fireworks display were also detained, the spokesman said.

Monday marked the Lantern Festival, the end of the Lunar New Year celebration and the last day fireworks were allowed in downtown Beijing for the annual holiday period. Some CCTV workers said they received a message inviting them to a grand fireworks display at 8 a.m. outside the nearly completed building. When flames rose from the structure, which houses some CCTV facilities as well as the unopened Mandarin Oriental Hotel, the eight fireworks operators fled, authorities said. Police caught the group in Langfang on the Beijing-Hebei Province border the next day.

A Beijing government spokesman said the fireworks were extremely dangerous and required government approval before they could be set off. He said CCTV had not received approval and that its workers ignored police warning about lighting the display. A source close to CCTV who refused to be named said CCTV spent 1 million yuan on the festive explosives this year. Money, jewels and important documents are not the only valuables placed in banks these days. Some mothers store their breast milk in banks.

There’re ten breast banks set up across the United States, where mothers can donate their extra milk for other women’s babies. Experts say breast milk is the best food for babies. The World Health Organization says it is the only food babies should get during the first six months of life, in most cases. Breast milk is especially important for babies born too early. James Cameron is a doctor who treats newborns at Lutheran Children’s Hospital in Fort Wayne, Indiana. He says breast milk is almost like medicine. Doctor James Cameron said, “The fact is that there are so many different proteins and specialized sugars in the breast milk that the mom’s able to make that help provide immunity(免疫力). It’s very important for the health of the newborn.”

There are several reasons some mothers may not be able to breastfeed. Some are not able to produce enough milk. Others might be taking medicines or have medical problems that prevent the process.

Lucy Baur lives near Fort Wayne. She fed her milk to both her children and always had more milk than they needed. She wanted to donate to the Indiana Mothers Milk Bank in Indianapolis. But freezing and shipping milk can be costly. Then, a donor station opened near her home.

Milk donations in the United States work like this: Donors must be willing to provide almost three liters of breast milk. They freeze the milk and take it to the station. There, employees warm the milk and mix it with other mothers’ milk. Then, the milk is heated to kill bacteria. After that, the technicians test samples of all the milk to make sure it is safe and healthful. The milk is re-frozen and sent to the main milk bank. The World Health Organization has moved swine flu to the “post-pandemic phase(后流行阶段)” after many countries-including the UK-scaled down their swine flu emergency measures. But now a new bug from India-called New Delhi Metallo-I has caused fears over its potential to spread worldwide because of its resistance to almost all antibiotics(抗生素).

BEIJING, July 28 (Xinhua)-Chinese Premier Wen Jiabao has called for measures to boost(促进) pig farming as short supply has led to continued pork price hikes, causing concerns among consumers and the government over a possible spillover effect on inflation(通货膨胀).

Wen urged local government to leave no stone unturned in raising the enthusiasm of pig breeders when addressing an executive conference of the State Council on Wednesday.

The country’s pig production fell dramatically in recent months on pig breeders’ dampened enthusiasm due to rising feedstuff costs and low price in the past few years, and also the massive pig culling(淘汰) after the outbreak blue-ear disease in some regions.

The short supply of live pigs kept driving the pork price higher. The wholesale

price of pork in June represented a 74.6-percent surge from the same month last year.

Wen said it’s of great importance to increase pig production, which would help stabilize the pork price and satisfy the meat demand of the public.

He called on local governments to deliver the subsides(补助金) for breeding female pig to farmers arranged by the central budget “as soon as possible”.

In order to strengthen disease control, Wen said immunization(免疫接种) against major pig epidemics shall be provided to farmers free of charge, and that subsidies shall be offered to farmers if their pigs have to be killed for disease control. The premier said local administrative chiefs shall hold responsibility for pork supply in their areas, and that all unreasonable restrictions on pig farming shall be abolished.
