本管理制度的适用对象为公司全体员工。 三、部门权责
1、人力资源部：人力资源部负责制定和修改公司的绩效管理制度，监督各部门绩效管理工
作的进行，提供必要的咨询和培训；汇集、建档和分析绩效管理的有关资料，对部门的绩效改进和绩效考评结果应用提出建议，应用考评结果进行有关的人事决策。 2、公司各部门： 确定绩效管理关系，制订绩效计划和员工绩效改进计划，运用绩效结果
进行一定范围内的人事决策，组织部门内考评的进行；部门经理负责监督和控制本部门内绩效管理工作的良好运行。 四、绩效考评的形式、内容和方法 1、考评形式：
(1)、对部门经理人员的考核，采取自我述职报告和总经理考核综合评判的方法，每半年考
核一次，并以此为基础进行年度综合评定。
(2)、对一般人员的考核，采取自我鉴定（自评）和部门经理考核综合评判的方法，每半年
考核一次，并以此为基础进行年度综合评定。
(3)、对项目部各管理岗位人员的考核，由项目部参照第(2)条进行，对操作人员只进行操作技能的考核，由项目部自行组织每半年一次或在单项工作完工后进行。 2、考评的内容分以下三部分：

(6)人力资源部对绩效面谈的执行情况不定期进行检查，对没有按规定执行绩效面谈的部门或人员，视情况给予通报批评和考评成绩降级的处理。 七、考评结果的应用
1、绩效面谈结束后，人力资源部应及时和部门经理一起进行考评结果排序，绩效考评结
果由人力资源部汇报到主管领导和总经理处，以作为绩效工资核定、职务升降、岗位调整、人员淘汰的重要依据。
2、绩效改进：根据考评结果，人力资源部将报财务部核发下一绩效周期的绩效工资，并
对被考评者采取有关措施，如安排培训、调整级别或职位等，针对考评等级为C、D、E级的员工，上级领导与员工共同针对考评中未达绩效的部分分析原因，制定相应的改进措施计划，由员工根据面谈结果填写《绩效改善计划表》交上级领导审核，上级领导应为员工实施绩效改进计划提供帮助，并跟踪改进效果。 3、绩效奖惩：
A级：月基本工资增加XXX元； B级：月基本工资增加XXX元 C级：保持不变； D级：月基本工资减少XXX元； E级：月基本公司减少XXX元； F级：辞退。 4、绩效考评辞退 ：通过绩效考评，被证明难以胜任本岗位工作，经过在岗培训和调动
岗位后仍难以胜任的，给予“考评辞退”处理；另如因公司无空缺岗位可供调配或者当事人不服从公司重新安排工作岗位的，亦给予“考评辞退”处理，同时解除劳动合同；对符合以下条件者，给予“考评辞退”：

(1) 调查事实：与申诉涉及的各方面人员核实员工申诉事项。
(2) 协调沟通：在了解情况、掌握事实的基础上，促进申诉双方当事人的直接沟通并与
双方当事人探讨解决的方法。
(3) 综合各方面意见的情况下，对申诉涉及事项进行确认，同时根据公司有关规定，本
着公平、公正、客观的原则对申诉事项提出处理意见。
(4) 落实处理意见：将申诉处理意见和事实认定结果反馈给申诉双方当事人和总经理，
并监督落实。 九、绩效考评中的违规处理
1、部门内部检讨：各级领导在绩效管理工作中发生以下情况的，需向总经理做检查，并在部门内部作检讨。
1）在考评工作结束前未与员工进行绩效面谈，在次月初才补做了面谈的。 2）工作计划发生重大更改后未立即与下属确认,在绩效面谈前才进行补充确认的。 2、公司通报批评：各级领导在绩效管理工作中发生以下情况的，将给予通报批评。 1）绩效考评中，不依据岗位职责和《绩效考评表》对下属进行考评的； 2）在考评工作结束前没有与员工进行绩效面谈，次月初也未补做面谈； 3）在考评工作后未把考评结果告知员工的。
3、考评等级降级：绩效管理能力将作为部门经理绩效考评的重要组成部分，有以下行为者，其当期个人绩效考评成绩降为C以下（含C）：
1）由于个人失误（未按规定程序操作、评价不客观等），导致下属绩效考评发生重大偏差的；
2）不进行绩效面谈次数在年度内累计达5人次的。 十、绩效记录管理
1、各部门应在绩效管理全过程中建立并保存相关绩效记录，人力资源部将不定期检查各部
门绩效管理记录情况，发现存在问题将追究部门领导责任。
2、绩效考评结果正本由人力资源部负责保管，复印副本由各个部门的负责人保管。
